Special Provisions for Senior Officials
- For Secretaries and Additional Secretaries, inter-se seniority is determined based on the civil list published for each service.
- Applicants entitled to Type V and above can apply for “scrooging” (downgrading) for their entitlement, provided the accommodation is not below Type V Special.
Date of Priority for Lower Types of Accommodation (Type I to IV)
- The priority date is determined based on the employee’s date of joining the Central Government service.
- Employees are allowed to bid for one type lower than their eligible type.
Date of Priority for Higher Types of Accommodation (Type V(S) and Above)
- The priority date is determined based on the date from which the applicant has been continuously eligible for the type of accommodation as per their pay matrix level.
- Inter-se Seniority is determined as follows:
- If priority dates are the same, the applicant with a higher pay level is senior.
- If priority dates and pay levels are the same, the applicant who joined the Central Government earlier is senior.
- If all factors are the same, the applicant retiring earlier is given priority.
GRPA Allotment Process
- After a house is allotted, the allotment letter is sent online.
- The allottee submits acceptance online using the Acceptance Form in eSampada.
- Once accepted and verified by the eligible office, an Authority Slip and Licence Fee Bill are generated automatically and sent to:
- The allottee
- The concerned CPWD Service Centre
- The DDO (Drawing and Disbursing Officer)
How to Take GRPA Housing Possession
- Check all items/fittings in the flat and note any deficiencies under CPWD staff’s acknowledgment.
- Use your own lock after accepting possession.
- Obtain a Physical Occupation Report, signed by the allottee and the CPWD Junior Engineer.
- Approach MCD/NDMC/Electricity/PNG authorities for utility connections.
- Rent is charged from the date of occupation or the 8th day from the allotment letter’s date (whichever is earlier).
- If the flat is unfit, rent starts from the date the flat is actually handed over/occupied (as certified by CPWD).
Can You Change GRPA Accommodation
- One change is permitted per type of accommodation.
- To apply for a change:
- Submit an online application for the same type.
- Get it verified by your office through eSampada.
- During the bidding period, give your preferences for areas online.

Rules for Vacating an Old Accommodation
- On getting a change allotment letter, accept within 8 days.
- Vacate the old house within 30 days from occupying the new one.
- Delay or failure can lead to:
- Cancellation of the new allotment
- Penal charges (damages)
- Eviction under the Public Premises Act
Can You Reconsider an Allotment?
Requests for reconsideration of non-accepted allotments can be made before the next bidding cycle if:
- There were gazetted holidays in the 8-day acceptance window.
- There was a delay in sending the acceptance from the allottee’s office.
- The allottee was on official tour during the acceptance period.
- Other valid reasons (e.g., pending dues from a previous occupant, house occupied by someone else, etc.).

Type VII and VIII Accommodation
- Hon’ble Minister of Housing & Urban Affairs allots these based on functional necessity or criticality of the officer’s post.
- Online application (DE-2 Form) is mandatory through the Automated System of Allotment (ASA) in eSampada.
- After online submission, get it forwarded by your office, then submit to the Directorate of Estates.

Rejecting an Allotted House
- Technical acceptance no longer exists.
- If you reject an allotted house, you’re debarred for three months.
- If you reject a change allotment, you cannot get another change.
