Schemes Offered by RHOdisha

Pradhan Mantri Awaas Yojana (Grameen)

The Pradhan Mantri Grameen Awaas Yojana is a flagship initiative of the Government of India aimed at providing affordable housing to economically weaker sections in rural areas. Formerly known as the Indira Awaas Yojana (IAY), this scheme is spearheaded by the Ministry of Housing and Urban Poverty Alleviation to ensure sustainable and technologically advanced housing solutions.

According to the SECC-2011 Survey, households without a permanent residence or those living in kutcha houses with fewer than two rooms qualify for financial assistance. The scheme mandates a minimum house size of 25 square meters. Beneficiaries in IAP (Integrated Action Plan) districts receive ₹1.3 lakh, while those in non-IAP districts get ₹1.2 lakh. Additionally, they are entitled to 90 or 95 days of labor support under MGNREGS (Non-IAP: 90, IAP: 95) and ₹12,000 for toilet construction as part of an integrated approach.

Biju Pucca Ghar Yojana (BPGY)

To address rural housing needs in Odisha, the Biju Pucca Ghar Yojana was launched in 2014-15, replacing the MO-KUDIA Yojana. The primary goal of this scheme is to convert kutcha houses into pucca houses to ensure a better quality of life for rural households.

Biju Pucca Ghar Yojana (Normal)

This segment of the scheme is overseen by the Panchayati Raj and Drinking Water Department and offers various incentives to beneficiaries, community-based organizations (CBOs), NGOs, and officials. The financial support extends to:

  • Accelerated construction completion under rural housing schemes.
  • Housing literacy programs for beneficiaries.
  • Training programs for stakeholders involved in implementation.

Biju Pucca Ghar Yojana (Special)

The BPGY (Special) initiative caters to those affected by natural or manmade disasters, including:

  • Earthquakes, floods, cyclones, and fires.
  • Elephant attacks and law-and-order disruptions.
  • Left-Wing Extremism (LWE) attacks.
  • Government-driven rehabilitation and resettlement due to developmental projects.
  • Protection of Scheduled Tribes and Traditional Forest Dwellers, in accordance with the Forest Rights Act, 2006.

Pucca Ghar Yojana for Mining-Affected Communities

This housing initiative, driven by the Odisha Mineral Bearing Areas Development Corporation (OMBADC) in partnership with the Panchayati Raj and Drinking Water Department, addresses the needs of people significantly impacted by mining activities. The program covers eight districts, including Angul, Dhenkanal, Jajpur, Jharsuguda, Koraput, Mayurbhanj, Sundargarh, and Keonjhar, providing pucca houses in over 681 affected villages.

Nirman Shramik Pucca Ghar Yojana

This scheme focuses on providing permanent housing solutions to construction workers registered under the Odisha Building and Construction Workers’ Welfare Board. The Odisha Building and Construction Workers’ Welfare Board finances the initiative, while the Panchayati Raj and Drinking Water Department is responsible for its execution, ensuring better living conditions for the labor force.

How to Register For the RHOdisha Scheme?

  1. Visit the Official website of RHOdisha.
  1. Click on “My House”
  1. Click on “Registration” on the dashboard. An application form will be displayed. Fill it in and click on “Get OTP”
  1. An OTP will be sent to your registered mobile number. 
  2. Once you submit the OTP, you application will be registered.

Eligibility for Rural Housing in Odisha

To qualify for rural housing schemes in Odisha, applicants must meet the following criteria:

How to Check RHOdisha Applicant Status?

  1. Visit the Official website of RHOdisha.
  1. Click on “My House”
  1. Enter your Aadhaar number and click on Enter.
  1. Your application status will be displayed on the screen.

RHOdisha Selection Procedure

  1. A district-level committee oversees the selection of beneficiaries.
  2. The committee approves the list of beneficiaries and submits it to the District Collector.
  3. The District Collector forwards the list to the Block Development Officer (BDO).
  4. If the committee fails to deliver the list on time, the District Collector has the authority to approve and send the list.
  5. The final list is shared with relevant Gram Panchayats and block headquarters and is also made available on the DRDA website and the State Rural Housing Portal.

Unit Cost of Housing

  • The cost of building houses varies between IAP (Integrated Action Plan) districts and non-IAP districts:
    • Non-IAP Districts: ₹1,20,000
    • IAP Districts: ₹1,30,000
  • The Panchayati Raj and Drinking Water (PR & DW) department can revise unit costs at any time.
  • The project is entirely funded by the state government, released in four equal instalments.

The instalments are released in stages to enable the construction process:

  1. First Instalment: ₹20,000 upon approval of construction.
  2. Second Instalment: After the lintel is installed:
    • IAP Districts: ₹35,000
    • Non-IAP Districts: ₹30,000
  3. Third Instalment: After the house is complete with roofing:
    • IAP Districts: ₹45,000
    • Non-IAP Districts: ₹40,000
  4. Final Instalment: ₹30,000 upon full completion, including sanitation facilities, and once the beneficiary moves into the house.
